Interesting, they look like game pieces or part of a toy set with the blank backs. Perhaps a toy detective wallet or a card game as the badge numbers could mean something.
I would be interested in the Detroit ones for my collection as I collect local items for fun if you decide to move them. They do look cool and have a vintage vibe.
