Default 1 photo for the price of 2+?

This may be old news to some of you guys.. i thought i'd share my findings after putting these sets together. I've seen Topps use the same photo for team cards, but notice an increase of the same photo over a year or two of sets.

The Bubba Smith takes the cake so far.. lots of the same picture.. i pulled a few from google images as i don't have every card of Smith. I'm sure i'm missing other players as well as i don't have every set.

I just wonder if it was limited resources, contract, or what. Was this done in other sports like baseball, etc. just curious?

As you can see by my Jackson's cards,in the late 70's they at least started taking different shore to use the following year.
But what's the point of being a competing company using the same picture like Okoye?
Suggests they are getting shots from independent photographers,maybe?
