Default Need opinions on a Ruth ball

Hello all,
A friend of mine's father has a ball signed by the Babe. He got it from his father (b. 1913). At first my friend thought it was signed by Ruth and one other, but it looks like the other is the signature of JC Toole (president of the Int Lge around 1921-1928). Were presidential signatures stamped on minor league balls that early?

I only have these two pictures. I don't have the ball in hand.

Interested in your opinions before we get too excited. Thanks, Tom

If you're using a digital camera to take the pictures there should be a setting to take close up pics. On my camera there is a flower symbol for that setting.
