Default What happened to this Yogi?

At a local card show today, a dealer had a binder full of 1949 Bowman baseball cards, all in similar condition. Two hole punches, and then a thin piece of fabric through the hole punches.
Was this a way to mount cards in a photo album?

It looks like it's for a way to wear it . But it most definitely cold be for a binder . Maybe a card Rolodex .
