Default Pete Rose Rookie Card Centering Question

I have a Pete Rose rookie that has nice centering on the left and right borders. As you can see, the bottom white border is a lot smaller than the left and right borders. Since centering is usually left/right, top/bottom, how much will this impact the grade?

The card also has some of the notorious 1963 printing dots (there are about 5 on the blue upper box). How much will this impact the grade? The color and corners on this card are great (the dirt/spots is from the scanner).

Any insight would be appreciated.

That's badly OC--about 95-5 if my seeing is correct--almost a mis-cut.
