Default Mickey Mantle signed silver certificate dollar bill. Thoughts?

My Father-In-Law just emailed me pictures of this dollar inscribed and signed by Mantle. He is not a collector, knows nothing about the hobby, and the bill is not authenticated. Any thoughts on its authenticity, or anything I can tell him about it? Thanks!

I thought so myself, and the silver certificate threw red flags for me immediately, but just thought I'd hear from you guys first before I told him. I think it belongs to a friend of his or something.

At least the bill is from the right era. Georgia Neese Clarke was treasurer from 49-53. But it's common and beat and written on. So it's worth $1.
