Here is what SCD says:
As a favor to President Bush, Topps produced a special run of 100 cards. At least a few of the cards were inadvertently included in Topps packs. SCD shows an auction result from 7/05 of $2000.

WoW - thats very cool ! I figured it would be worth alot more today no?
I heard 100 were given to bush himself and the rest - very limited were in packs.
