Default 1937 Baseball Card Wrapper or What Is This?

Anyone know what this is exactly, did it house cards or what?

This was discussed on the board several years ago, but I've got to run so can't look it up. I believe the consensus was that it did not hold any cards. I'd love that to be incorrect, as I have one of the wrappers too:
