Default Rule of Thumb for (OC) and other qualifiers?

Hi,

I am curious to the groups thoughts on OC and other qualifiers. For example:
baseball bowman 3_0001.jpg

The card on the left is a PSA 7 with a (OC) qualifier. The right is a PSA 6. I agree with the sentiment of buy the card not the holder (I like the PSA 6 more than the 7 personally), but I am curious as to what would be the no qualifier equivalent? I.e. typically a PSA X is generally has the same value as a PSA 7 (OC)?

Or is this the case where it just depends on the specific circumstances?
