Default What is this pack?

I have collected baseball forever and got a lot of items from someone who worked at the topps plant recently and was wondering what kind of pack this is if it was retail or if it was some type of test run for a cello. It is 3 small unmarked cello packs of 1981 football in a generic plastic pack from topps making it into a rack pack but with no way to hang it. Any help would be appreciated.

The 1st time i saw this type of cello rack was in 1982 i think in a small
Bob Lee show, a seller name F.Kish who went on to become a friend was
selling them for 25 cents each or 5 for one dollar when i asked about origin
he told me they were close-outs
