Default T205 SGC Power Rating

I just recently started working on the T205 set and have found it to be an enjoyable experience. I know that this will be a long work in progress and I get most of my knowledge from the experts on this board. Everyone is pretty much in agreement that the Hoblitzell (no stats) is definitely the most difficult card to find/obtain without taking out a second mortgage.
With that, I have a couple cards listed with the SGC registry and just noticed that they have a Power Rating assigned to the different cards. Looking at that list, I noticed that the top 3 power rating cards are the Hoblitzell "no stats", Cobb, and the next one is the Hoblitzell "incorrect name". My question is what determines SGC's power ratings? Please no one say SGC, as I'm aware that they assigned the rating, but rather what is it based on, scarcity, value or both? Does that mean that the Hoblitzell "incorrect name" is more scarce or valuable than say Wilhelm "suffered" or the Moran card, which I think are probably more scarce than the "incorrect name" version?
I remember seeing a post on the board about 2 years ago from member's giving their opinion on the most difficult cards to obtain and for the most part they have been dead on with their observations and input.

I think the "power rating" (SGC Registry) or "weight" (PSA Registry) given a card in a set registry is its relative value, which encompasses both its scarcity and the demand for the card. Thus, Cobb or Matty who are not scarce are given considerable relative "power" or "weight" as are scarce cards in the T205 set such as Rowan, Suggs, or Grant, who are considered stars.

The power ratings are a little strange in some regards. I think the rarest Bobby Wallace should be given more weight as well.

Some Hall of Famers have a little more weight then others. For instance McGraw is a 4 and I see no reason he shouldn't be a 3 like all the other regular HOF cards.

Then again, that's just nit picking and doesn't really matter. I have SGC sets that don't have any power ratings.
