Default Duplication in Lot Question

I just purchased a 1960 Topps 460+ count lot off eBay. I received the cards today and there were only about 130 different cards. Also 80% of the cards were from 101-199 and only 2 cards above #300. The only thing mentioned in the listing is that there was "some duplication".

Does this seem appropriate? I expected a variety of commons with no high numbers and several cards that had 3 or 4 count but not 7 on some cards. The pictures shown in the listing did not show any duplicates.

Return it. 'Some duplication' does not mean three of each. Maybe 10% duplication could be called some.
