Default PayPal holding funds question

I bought a card from a seller and after 10 days I contacted him asking if the card was shipped yet. He replies that PayPal is holding his funds because he has no sales history and he claims that they told him to NOT ship until the funds are released in 21 days. I paid from my PayPal balance so that is not an issue. Would PayPal ever tell a seller to wait 21 days before shipping?
When I first started selling they always held my funds but told me to ship immediately.

I believe they told him that, but that doesn;t give him the right to wait 21 days to ship your item. I would be wanting a refund....He has to prove himself. If he is honest, he would have no problem collecting his money.

Paypal will also release the funds earlier than 21 days if delivery can be confirmed and/or the buyer has left positive feedback. No reason not to ship the item.

The seller should send the item right away. Paypal is merely holding the funds for him, and establishing good shipping/received item/positive feedback is in his interest going forward. After all, Paypal does this with a newbie to establish that he is a legitimate seller.

This.

It's on HIM to get the card to you THEN paypal releases the money to HIM.

You shouldn't have to wait.

1) tell him to ship now
2) if not, ask for a refund
3) if he won't go to PP for a refund and you'll get it

Thanks for the replies.

I just opened a case since he won't budge one bit. He has zero feedback so the neg I leave is going really stand out.

It says nothing about his needing to hold the item. In fact eBay expects shipment pretty quickly after payment is received and payment was received, technically.

He is obviously a new guy who does not know the ropes. I know it is frustrating but not sure I would give him a negative over it. Maybe you can send him the link above and he will feel better about shipping?
