Those are from my hometown in Ohio, made around 1992-1996. Cards came with a wooden stand for display. It's worth about 10-15 dollars. His is just a hair on the high side.

Well he's lowered his starting bid down from $13,000 to $5,000 so at least he's moving in the right direction. Now he just needs to move the decimal point a few places.
