Hi Tom,
Andy OWNS the card and can do whatever he wants to it. Restore it or destroy it and it's nobody's business. I don't like the fact that trading card companies buy rare bats and cut them into pieces, but they OWN them so they can do as they wish.Of course I have the choice to reject there "chase card" products, and I do. Personally I commend Andy for providing the restoration information on the card, because If it does re-enter the hobby in the future there's a great chance someone will remember it's history.
