Default T206 Neal Ball with odd Blue/Green outline

I picked up this ball that a seller had listed as altered. He only
provided a small scan but to me it didn't look like someone drew the
outline on the card and it was cheap enough so I purchased it.

I'm trying to figure out what would have caused the outline. I
don't think it's a normal shift or blue would show in the white border on one
side and you would see a difference in color on the edge of the
image on the other side. It's also shifted in two directions side to side

I would appreciate any opinions on what might cause this
type of outline.

And that someone has a blue fingernail fetish.

Looks like someone put a piece of carbon paper over it and traced on it.

Not disputing that possibility or fact. Kinda a cool but QC back then wasn't very good, I don't think. Or if it was a fair amount of scrap type cards made it out the front, back and side doors.
