Default Question about Ebay's Non-Paying Bidder Policy

Hey all,
Just a quick question regarding ebay's non paying bidder policy.

Now the policy as I understand it, reads like this...

If you are a winning bidder and you fail to pay, the seller can report you for non payment and you can recieve a non-paying bidder warning. If the winning bidder incures three non-paying bidder warnings on his or her record they can receive an indefinite suspension.

Now my question is this:

Could the non-paying bidder receive all three of those warnings and be suspended if he or she does not pay on ONE transaction? Or do the three warnings that could lead to a suspension have to come from three SEPARATE transactions/auctions?

I have been selling things on ebay for a very short time and although I've read the policy, for some strange reason I can't quite grasp the gist of it.

If anyone on the forum has been on ebay for awhile and can offer any thoughts, it would be most appreciated.
