Default Does PSA grade the card or the player?

This may not be much of a surprise to many of you, but it would appear sometimes a card is difficult in PSA 10 because PSA wants it that way. I found this interesting:

The Player. I sent in a whole bunch of 54 red hearts. All came back 7.... except for this guy called Mickey Mantle. PSA 6
