Default Any guesses on this mystery autograph?

It came with a lot of mostly baseball from the 90s, but it is a non-sport White House card. I thought at first it may have been Deion Sanders, but he typically makes his S into a dollar sign. It could be hurried or even a fake for that matter.

Does anyone recognize it? Someone else thought Dan Quayle, but that seems a bit of a stretch based on signatures I saw online.
