Up at the top it says:

Giving a hint of their later skill in promotional matters, some cigaret companies in the 1880's began distributing pictures in each package, causing a collector's craze that had swept the country by 1900. By 1915 almost every important person in the U.S. had been pictured on a cigaret card. Some collections have been huge: a Boston gentleman recently confessed to owning 23,000 cards. Cigaret-makers helped blaze another advertising trail: they were among the first to discover selling value of a device that now seems second nature -- a pretty girl (right)

It came out of I believe an issue of Life magazine...I've got it somewhere, I just don't remember which issue it was in and it's buried in my closet somewhere.
