Default 1962 Topps Ink Marks (Printing Error or Recolored?)

I have seen some 1962 Topps cards with black ink spots on them, but due to the placement of these marks (bottom edge of the card) I am wondering if this is a bad touch-up/recoloring job or simply a factory printing error. Thoughts?

Chris:

Looks like a factory miscut to me, I think it belongs to the card next to it on an uncut sheet.

Good eyes Phil! I don't know why I didn't notice that before, but now that I look at it I can see the circle to the left where the number would be on the adjoining card on the sheet. Thanks!

I would agree that the card is miscut. You can see the top edge of the baseball at the top of the card is missing. So you are seeing more of the other card as bcb pointed out. That is fairly acceptable in this issue.
