Default Is this measles or chicken pox...

or something else?

Hopefully Dr Frank or one of the other resident Dr's can diagnose
this but until then I wouldn't store any Harry Lord T206's next to
any of your other cards.

Hope it isn't a STD. Harry should definitely have it checked out. Once cleared up, the card should be resubmitted to PSA for a higher grade.

Assume the spots on the neck are hickeys, on the face are moles.

Not contagious. One will disappear with time, the other will only grow with age.
