Default New Ebay Issue--Buyer can only buy one item?

A new issue (for me at least) with ebay. A buyer wrote and said that he couldn't bid or buy on my other items since he had already purchased one. He received a note that said I had set limits that restricted buyers to one item a week. Not sure why that would even be an available policy, let alone one that any seller would choose. Anybody seen this one before or have thoughts on how to get rid of such restrictions?

I looked in my default selling settings under Buyer Requirements and there's a setting to block buyers who have bought a certain numbers of items in the past 10 days. The default setting was set to 10. There is also a setting to only apply the limit to buyer under a certain feedback number. That defaulted to 5.

These are in the same place where you can block buyers with negative feedback, unpaid item strikes, or who live where you don't ship.

Consider blocking:

Buyers who may bid on several of my items and not pay for them

Block buyers who are currently winning or have bought 10 of my items in the last 10 days.
Only apply this block to buyers who have a feedback score of 5 or lower.

Consider selecting this requirement if you are selling expensive items and don't want to sell over a certain number to any single buyer. Learn more about how this requirement works.
