Default 1948 Bowman reprints - who made them?

Anyone know who made this set in 1990?

From what I've been able to find out Larry Fritsch made the 1948 Bowman football reprints.

I checked with the shop. They told me they sold them (and still do today) but didn’t make them. Nobody still there today knows where they came from.

I'm sure Fritsch had them done by a printer, but they've been selling these and the related reprint sets my whole life and nobody else seems to have them directly from the source. It seems very hard to see how Fritsch didn't make them in the sense that his company contracted the printing like most card issuers do.
