Was Johnny mize intended to be in the 1939 play ball set?

Here's a good post I pasted below from a fellow board member a decade or so ago with theories behind missing in action stars in the Play Ball issues:

Posted By: Chris Counts
There are a lot of players who don't show up on Play Ball cards. Outside of a few old-timers, there are no Cubs at all, probably due to Wrigley Gum being in competition with the company that produced Play Balls (which later became Bowman). Besides Feller, there's no Luke Appling, Johnny Mize, Enos Slaughter, Joe Medwick, Rudy York, Ival Goodman, Terry Moore, Ernie Lombardi, Bill Werber and many others who were clearly worthy of being included. With the exception of the Cubs, I figure the reason the others weren't included was because they didn't get paid enough for their liking ...

Just to throw it out there, Grove was not seen in any of the Play Ball issues (1939, 1940 and 1941), but Foxx made it into the 1940 and 1941 sets.
