Default 1998 Topps Minted in Cooperstown - How did they come?

I recently saw a post about the 1998 Topps baseball "minted in Cooperstown"
baseball cards. Supposedly they set up a press in the baseball hall of fame and put an embossed emblem on 1998 Topps cards. Someone said you could go and watch them do it. The cards were then inserted in packs. I have a few but cannot remember how they came in a pack. Was it one a pack? One a box? randomly inserted? Does anyone remember?
