Default 1933 Goudey Ruth #53

Looking to add a 1933 Goudey Ruth, #53, to my collection. Probably can only afford a reasonably price PSA 3 graded card. Saw this PSA slabbed card on ebay but to me it looks like the lower boarder of the slab is frosted. What do you guys think? I think I'm going to pass on it, especially since the seller doesnt accept returns.

I think it's ok. The frosted look might be the light reflecting off the edge, given the angle. How's the seller's feedback?

Feedback is fine...went through PSA registry and VCP and looks like the seller bought it from PWCC a couple of years ago. Appreciate the input!
