Default OT: Illinois War Council Award

Sorry if I put this in the wrong place but I was wondering if anybody knows if this has any value to it. It was issued from the Illinois War Council during World War II and says

"This citation is issed to Nora Johnson for patriotic and meritorious services rendered as a volunteer victory speaker under the auspices of The Illinois State Council of Defense"


It is dated July 31st, 1943 and it has the signature of Dwight Green who was the governor of Illinois at this time as well as Frank Parker who was in World War I. I could only find 3 other signatures of Frank Parker and two of them didnt look anything like this one, while one looked slightly similar. Anybody have any ideas on if it has any value?
