Default R 429-68-1?

I just stumbled across an old question I had concerning a 1968 Topps issue. In the Tenth Catalog Addition (Part 2) to the ACC, there is a listing for:

R429-68-1 1968 Paper BB Posters (16) 11x14

I though maybe these were an OPC reissue of the 67 insert Posters but the set size is not right for that. Then I thought maybe they were OPC 68 Player Posters but the size is wrong and I can't find any reference to OPC issuing the big boys in 68. Then I thought maybe they are confused with the Action All Star Stickers but there is an entry for them (R413-68-3) as well.

Below is what I show Topps and OPC issuing in 1968 with baseball subjects (21 Tattoos is a non sport set with a Ruth tattoo) so what exactly is R429-68-1?
