Default Is it normal for T202s tobe miscut?

Top border of this card is very uneven, yet PSA graded it a 3.5. So, is this sort of uneven edge common with T202s?

Thanks in advance.

I've got a handful like that. I think the general rule of thumb is that as long as the top/bottom edges align once folded, the cut is likely genuine and factory made.

My Brown was graded a 5 with some waviness, while the Baker got a 2. Neither card is creased, so seems PSA dinged the Baker while letting it slide for the Brown.

Yes, that is an entirely normal cut. The end panels of each card were folded over at the factory, prior to the cards being cut horizontally, that is why the cuts look like that.

One time I looked at a T202, complained to somone about it being trimmed, with it's extremely wavy cut. It wasn't.
