You are correct that USNR is the Naval Reserve.

Shawkey spent most of 1918 with the Philadelphia Navy Yard's Cost Accounting ball team, joined by several former pro players. When Shawkey, during a weekend series, pitched for the Yankees and embarrassed the Senators in Washington resulting in one upset Admiral who got his own revenge, ending the pitcher's Navy Yard gig. Shawkey went to sea on the Arkansas in late August 1918, spending the balance of his service aboard ship.
