Default Info needed on 1989 Detroit Tigers / Michigan Police Set

Does anyone know how this 1989 Detroit Tigers / Michigan State Police set was issued?

Was it a stadium give-away?

Did police officers hand them out to kids?

Any help would be appreciated.

Most of the police sets were given to kids during school visits and things like DARE events. They were a community relations type item.

Other than Dare and Just Say No, I recall policemen coming to school for Safety Town which was about understanding traffic safety. "Stop, look and listen" before crossing the street, stuff like that. The officers always had little things to give away like folders, pencils and even cards. I recall Toledo Mud Hens minor league cards from back then.
