Google "George Leonard Moreland". He was a Pittsburgh sports writer and statistician who published baseball stats and records pamphlets.

It's a mini pennant. Not even 3/4 size... Those smaller-sized pennants aren't really evaluated in the Price Guide, unless there was a revision I'm unaware of.

You'll see that the Tigers pennant in question has no binding strip, tassels, etc. Just a painted vertical line along the left side. Indicative of a far cheaper, lower-level and less-collected pennant than those pictured in the Guide.
