Default Basic Question about '65 Topps Push Pulls

I've got a real basic question about the '65 Topps push pull cards. Are the black slotted covers that go over the cards interchangeable? In other words, if I bought a Mantle/Berra that was missing the cover, could I buy a common, remove the cover, and slide it into the Mantle/Berra?

I'm asking about the mechanics of this, not the ethics. But if any one has an opinion on the ethics, I'd be interested in that too. Thanks.

They are separate pieces and should be interchangeable. I believe (not 100% certain) when originally sold, the cards were not inserted in the shutters in the packs, you had to do it yourself. I don't think there is an ethical problem with this. I know record dealers match albums with proper vintage jackets that are not the ones that came with the record. They just find the same jacket but in nicer shape if the record is in good shape in a bad jacket. That's not viewed as unethical either unless you try to pass off a rare jacket with a common record in it.

The two parts were not connected in the pack (100% certain). Ethically, you're in good shape too.
