Default 1974 First Day Cover Mystery Autograph - Help Needed - Non Sport

Hello All,
I bought a collection recently of 100+ FDC's, and have ID'd all of them with the exception of the scan below. A large majority of the signed covers were political, with also some Space, Sports, and Science thrown in. Looking for any insight on helping to identify the below autograph? Any thoughts appreciated, thanks for taking the time to look.

That'll be a tough one. The stamp was issued at an international energy conference. The program for the ceremony doesn't list anyone with a name that looks plausible.

You'll have to zoom in, or there may be another up with better scans.

There's usually a bunch of dignitaries that are more or less connected to the subject matter of the stamp at the ceremony. Sometimes they're briefly available, sometimes the autographing is more formal and they're available for a while. My parents got me a cover and program for a Shaker furniture stamped envelope - I think I was at scout camp or something- and they also got it signed by a couple people including the two or three old ladies who were pretty much the only remaining shakers.

Maybe looking at the list of major presenters at the conference?
Another maybe quicker way might be checking with the first day cover society.

Someone there may know who it is easily, especially if it's a common signature on that cover.
