Default Littering Sting?

Could it be the reason they haven't been claimed is because the littering fine would be for more than the cards are worth.

Ahhh, the allure of old baseball cards. Regrettably, to get more then a coulpe bucks for those cards, that auction better have some serious shill bidding! What they should really do is donate the cards to a local hospital or kids charity. Yeah, I know, I know...........we are talking about a bureaucratic policeman/woman-man department. Wait a second, was that a 1980 Fred Lynn card he was taking about....
