Default Legendary Lot #60 is not a complete set

It is listed as a PSA-graded complete set of 24 T220 silver border cards. I am not ascribing the entire error to Legendary, even though the information about the 25th card is readily available, because PSA refuses to recognize the existence of the 25th card, a short-print, on the asinine basis that because it hasn't slabbed one if it was to list the card no one could complete a PSA registry set. A rather interesting way to run a checklist, to say the least. The missing card is Mike Donovan:

They don't recognize it because they haven't ever slabbed one but they can price cards in the SMR (or at least use to and maybe still do) that have never been slabbed or sold?
