Default Help Identifying Ball Player

I recently picked this picture up at a sports collectible auction. Nobody seemed to know who the player was, nor could I read the last name. It appears his first name is Reggie. Does anyone know who this player is?

I dont know about the signature but the picture itself is authentic.
