Does not look vintage. Probably made in the 70s.

1961 Exhibits-Wrigley Field, possibly, although I think they may have blank backs. Could be they have both I dont have a catalog in front of me.

Looks like you are right.

1961 Exhibits - Wrigley Field
Distributed at Chicago’s Wrigley Field circa 1961, this
24-card set features members of the Baseball Hall of Fame.
The cards measure 3-3/8" x 5-3/8" and include the player’s
full name along the bottom. They were printed on gray stock
and have a postcard back. The set is unnumbered.

They can be PC or blank back.

I can confirm these come with both printed PC backs and blank backs. I have both sets.
