However, many of Burke's are postcard size and might fit in a PSA holder, so it's possible (I don't know) they might entomb them. A lot of Burke's photos are 8x10, and I'm not sure PSA would have a big enough holder for those.

I know there are literally thousands of them, but it seems to me that it would be a worthwhile challenge. Some of them have to be extremely rare...I would bet this photo of Joe Peterman who was not a major leaguer, but who went to Spring Training with the Dodgers every year would be a very difficult one to find. This one originated from his estate. This is why many Burke photos are autographed. You may notice there are a lot of Babe Ruth autographed Burke photos, Ruth presumably having purchased the photos from Burke.
