I didn't notice anything before I bid on the card.

When I opened it up the first thing I noticed was this strange spot.

It is in a few places on the card but the biggest and most noticeable one is under his foot in the black stripe area.

At first I thought no biggie just some Gunk on the Outside of the case.

But when I cleaned it it didn't go away and the case is smooth not scratched or anything.

It is hard to photograph.

It looks much much more noticeable in person.

If you tilt the card the right way you don't notice it at all.

But in most angles it is really noticeable.

The seller made no mention of this in the description.

It looks like moisture got in the case or something.

It looks like the Card in that small area is glued to the case or something.

I wanted to get peoples thoughts before I contact the seller.

I am thinking this happened in shipping.

Maybe the heat from outside caused it when it was in the mailbox?

I have never seen this before and have seen a lot of graded cards.

What should I do?

You'd have to contact PSA. I don't see why this is an issue for the seller. If the card was shipped properly the failure is with the manufacturer, not the person who sold you the card.

Never understood why people ask the same question on 3 message boards at the same time. Ask it one place and you'll probably get your answer within a few days. If not, try a different board.

Usually it is so they can find someone to give them the answer they want to hear.

The OP could try to get as big of partial refund as possible from the seller. Then see if they can get a refund from PSA. A win win for the buyer.
