It's a contact sheet for 35mm film which looks to be Cubs portrait photos shot by Chicago-based photographer Lee Balterman for Sports Illustrated. Much easier for the editor to look at a positive print of all the film laid side by side to select frames from than to view the actual negatives. Too bad they're not the original negatives though.
