At one point Nipper refused to sign that card because it pictured Mike Brown. Brown wouldn't sign it either. Not sure if that's still his policy or not since my info comes from in person experiences from many moons ago.

That's correct, Nipper refuses to sign that card. I've sent Mike Brown that card TTM, but got no response back.
