Ebay question: is this fishy?

Sold a card this week for a grand total of $80. After days of no pay, an unpaid matter is opened. Then I get this from buyer (who has over 100% positive feedback, over 500 trans, and seems to have some kind of store).

Hi, I am having a hard time checking out in my cart to pay for the card.
Ebay said that there going on with my account.
Can I send payment by paypal?

If that's cool, let me know your pp email.
Thanks

Am I missing something here. Doesn't seem to make much sense. Maybe they are going to pay for the card and conveniently not pay me for shipping?

I've been seeing similar stuff on blowout. Some seems to be fraud (is the buyer in England?), and some seems to be based on the transition to managed payments.
My guess is they're trying to get away from paying sales tax, if they're in a state that requires remitting of sales tax now.

Yeah, the tax angle could be it. Thx.
