Factory 30, 2nd district, NY. Date: 1910? Hard to tell.

I think it is 1919. Looks like the top parts of two 9s to me.

This is the part I am confused about.

The Series of 1909 tax stamp was effective July 1st, 1910 and remained the stamp of record until late 1917

Best as I could determine - I saw 1919 as well. No logistical problem really - ink stamping was usually within a week or two of the actual sale date - the stamps themselves could and would be purchased prior to their issuance. Many of the known still sealed Polar packs for example were packaged in 1909/1910 and have 1910 stamps but cancels in the 1920's all the way up to 1950's.
