I am working on sussing out all packaging options for 1994 Topps.

These cases are a mystery.

They clearly held SOME 1994 Topps product.

The code "981" should correspond to a similar 3-digit code appearing in the commodity code for some pack type - i.e. 0-981-XX-01-4 for series 1, 0-981-XX-02-4 for series 2.

The only pack types I have been able to determine, along with their 3-digit code sections, are:
'Wax' 12-card - 362
15-card hanger - 346
29-card hanger - 358
56 card jumbos - 645
Rack - 381
6-card with gum - 334


Any ideas what was shipped in these cases??

645-941 is a single carton box of jumbo packs of 56 cards each. Those were distributed 24 packs to a box.

As these state 3 boxes of 24 packs each, it should simply just be 3 boxes of 56 card jumbo packs in my mind.

Here's the 645 Jumbo case you mention. It does contain a single display tray with 24 56-card packs.

If the cases above contained 3 of these, I would expect that it would also carry a 645 code.

In addition to the Jumbos, the rack, 15-card and 29 card packs also were packaged 24 per box, so it could also be any of those...but for the mismatched code.

I am calling these as series 1 and 2 rack cases.

Reason - looking back, 3-box rack cases had the 981 code for years (6-box cases were 971), with the oldest I could ID being from 1967. In many of those years, boxes and packs carried different 3-digit code sections (mainly 034 and 991).

I think that these are probably 1994 rack cases - who knows the boxes and packs were coded differently.

Those are just three box rack cases.
