What is this unusual Rusty Staub card?

Just received this in a group of vintage cards. It's not a normal deckle edge. Smaller and the signature is black instead of blue. Back is blank with no card number. Been searching, but not finding....

Early Data on CSG graded cads

Looking at completed Feebay auctions on baseball cards. Very few, so this is not a good sample, BUT:

1984 Topps Mattingly CSG 9 sold less than 99.95 (best offer accepted)
VCP says PSA 9 average...
