1977 Pittsburgh Pirates Team Issue

Are these, in fact, a team issue. I could not find any information on them. They measure about 5x7 inches and are blank backed.

1950s Orioles Decal

I found this at a flea market this weekend. I thought it was from the 1950s but I've never seen it before. It is about 3.5 inches square. Can anyone say where this is from?
