I know A&G did the same thing with other sets. The N38 Birds of the Tropics is a larger version of the N5 cards, for example. The same is true for N37/N4 Birds of America and N40/N13 Game Birds.
The large cards say they come packed one in each box of 20 Richmond Straight Cut No 1 cigarettes. The smaller just say one in each box of "cigarettes." Didn't most cigs at the time come in boxes of 10? Or maybe the Straight Cut was a premium brand?
