Probably not, Ted. The pop reports suggest that each of these white-bordered sets is scarcer than the T213-1 set: T214 Victory, T215-1 Red Cross, T215-2 Red Cross, T216 Mino, and T216 Virginia Extra.
Are we also including the T215 Pirate set?
